Mr RD Thulasiraj

Mr. Thulasiraj has been working in the field of eye care for over 25 years. An IIM Calcutta graduate, Mr. Thulasiraj joined Aravind Eye Care System in 1981as their Administrator and soon after spent a year studying Hospital and Health Management at the University of Michigan, Ann Arbor. Since then, he has been part of the leadership team that built Aravind into the world’s largest provider of eye care. During the fifteen years he spent as the administrator, he was instrumental in establishing a sustainable, scalable model of service delivery that has since been studied and replicated by providers across the globe. In 1992, he shifted his focus to capacity building, training and consultancy by setting up the Lions Aravind Institute of Community Ophthalmology which by 2007, had worked with over 220 hospitals across the globe.
With his expertise in setting up culturally relevant solutions to the problem of avoidable blindness, he has served as an Advisor on several national and international bodies: he was the South East Asia’s Regional Chairman for the International Agency for the Prevention of Blindness (2000-2005) and the Founder President of Vision 2020 The Right to Sight: India. He has been a Technical Advisor to India’s National Programme for the Control of Blindness and to the World Health Organization. He is a visiting Faculty for the London School of Hygiene and Tropical Medicine and many other Business Schools across the world.
Mr. Thulasiraj has been actively involved in several research activities, both clinical and operations research. He was the principal investigator in a first-of-its-kind study that evaluated the barriers to cataract surgery. He has also designed several clinical studies such as the Rapid Epidemiologic Assessment of Cataract blindness for planning eye health services and was closely involved in a study to assess the impact of adequate intake of Vitamin A on morbidity and mortality trends of preschool children in South India, and a randomized clinical trial to evaluate long term outcomes of PC IOL implants.
Mr. Thulasiraj has authored/co-authored several articles in peer reviewed publications and presented papers in several National and International forums.
Mr. Thulasiraj’s contribution to the field of eye care has been well recognized all over the world: he was named a Social Entrepreneur in May 2005 by the Schwab Foundation. He was felicitated with the honorary Paul Harris Fellow by the Rotary Club. For the past 3 years he has been representing eye care at the World Economic Forum as Davos.

Linus Tham

Mr Linus Tham is the Chief Information Officer of Raffles Medical Group, a leading private healthcare organization.
Linus has more than 15 years of experience covering a broad range of IT functions. Prior to joining RMG, Linus spent two stints in DBS Bank. In his first tenure in the bank, he led in the major review of applications architecture and application portfolio for the DBS. In the capacity of Chief Architect/Technologist, he was involved in several mergers and acquisition exercises that the bank underwent – including POSB Bank in Singapore, and Dao Heng Bank in Hong Kong. He was also responsible for enterprise wide application architecture involving platforms ranging from browsers, PCs to UNIX servers to mainframes. Mr Tham also held the appointment of Corporate Planner, DBS Computer Services which was an IT services business entity that provided IT services and solutions to DBS affiliate companies and banks in China and Thailand. Linus returned on request to DBS between 2007 and 2009 as Managing Director and Head of Enterprise Architecture Services where he was responsible for the regional Enterprise Architecture for the group. His review and inputs contributed to the strategic review of the bank’s core banking program. Linus rebuilt the data management team in DBS and implemented a new portfolio and investment management process.
After his first stay in DBS, Mr Tham joined NHG as Director, Technology & Architecture under ITD in July 2002. On 1 Feb 2004, he was appointed as Chief Information Officer, NHG. During those years in healthcare, Linus was heavily involved in the consolidation of the NHG IT organization, a complete review and revamp of the cluster’s network and physical infrastructure, consolidation of the hospital information system onto one central platform and roll out of EMR systems cluster wide. He is also a member of the MOH Exploit IT Workgroup which launched the EMRX initiative in April 2004, and was also a member of the subcommittee that worked on the Healthcare vertical of the recent iN2015 vision document.
Linus left DBS the second time and joined the Raffles Medical Group in July 2009 as CIO.

Dr. Alvin B. Marcelo is a general and trauma surgeon by training who is currently the director of the University of the Philippines Manila National Telehealth Center. Right after residency training, he took his postdoctoral fellowship in medical informatics at the National Library of Medicine in Bethesda, Maryland with research interests in telepathology, mobile computing, and bibliometric analysis of MEDLINE content. Upon return, he established the Master of Science in Health Informatics program in the University. He is presently the manager of the International Open Source Network for ASEAN+3, a centre of excellence in free and/or open source software established by UNDP, and he manages the Community Health Information Tracking System (or CHITS) , a Stockholm Challenge finalist in the health category in 2006. He is the Philippine representative to the Asia Pacific Association for Medical Informatics (APAMI) and the International Medical Informatics Association (IMIA).

Dr. Nasriah Zakaria is a senior lecturer at the School of Computer Sciences, Universiti Sains Malaysia, Penang, Malaysia. Dr. Nasriah obtained her Bachelor of Science in Biomedical Engineering and Master of Science in Biomedical Engineering from Rensselaer Polytechnic Institute, USA in 1997 and 2001 respectively. In 2006, Dr. Nasriah attained her doctorate in Information Science and Technology from Syracuse University, USA.
Dr. Nasriah's career started as a software development engineer in Motorola Technology, Penang. Dr. Nasriah's research experiences included being a senior research associate for the Syracuse Information System Evaluation Project (SISE) in School of Information Studies, Syracuse University. Dr. Nasriah also obtained Certification in Medical Informatics from the American Medical Informatics Association (AMIA) in 2008.
Dr. Nasriah was awarded Scholarship from Universiti Sains Malaysia from 2000-2006, Phi Beta Delta, Honor Society for International Student (Syracuse University) in 2003 as well as United States National Science Foundation (NSF) Summer Fellowship Recipient to attend the 4th Webshop/IT & Society 2004 at the University of Maryland, USA in 2004. His research interests include electronic medical/health record, clinical information system, medical information standards, biomedical data sharing/processing/analysis, and biomedical signal processing. He has published various articles in The Journal on Information Technology in Healthcare, Computer Methods and Programs in Biomedicine, European Journal of Nuclear Medicine and Molecular Imaging, Methods of Information in Medicine, and The Journal of Taiwan Association for Medical Informatics. He is currently the President of Taiwan Association for Medical Informatics, and had served as the Editor in Chief of The Journal of Taiwan Association for Medical Informatics since 2004 to 2007. Professor Hsu is also a member of the board of HL7 Taiwan and Taiwan Association for Nursing Informatics.

Dr GV Ramana Rao has completed MBBS from Osmania Medical College, Hyderabad in 1980. He did MD in Community Medicine from the same college. He also possesses Postgraduate Diplomas in Pubic Health and Geriatric Medicine.
Dr Ramana Rao is working as Executive Partner, heading the Emergency Medicine Learning Centre (EMLC), and Research divisions at GVK EMRI.
In the first ten years (1983 to 1993) of professional career he worked as Casualty Medical Officer. From 1994 onwards, he worked as a Trainer at Indian Institute of Health and Family Welfare, Hyderabad. Between 1998 and 2006, Dr Rao worked as Professor in Epidemiology and Reproductive Health Studies in the same Institute. During this period he has also served as National Master Trainer for Department of Health under Child Survival and Safe Motherhood, Universal Immunization and Reproductive & Child Health Programs and Professional Development Course for District Health Officers.
As a Researcher he was involved in community based studies in neonatal deaths, maternal deaths, nutrition, and environmental pollution. He has about 22 publications in national and international journals. He authored chapters in training modules meant for doctors and health staff published by Govt. of Andhra Pradesh. He presented scientific papers in 9 international conferences. He is recognized by UNICEF as a resource person in health at the South East Asian region.
He was a WHO fellow in 1999. He underwent Faculty Development Program at London School of Economics. He participated in training in simulation technology in Emergency Medicine at WISER Institute, Pittsburgh. He has participated in study visits at Shock Trauma Centre, Baltimore, USA and Emergency Department, Singapore General Hospital and EMS, Cairo, Egypt. He represented GVK EMRI at various national and international forums including World Congress on Disaster Management 2008, Emergency Medicine Conference (EMCoN2008), TN and Trauma 2008 at AIIMS, New Delhi, Skotch Summit 2008.

Dr. Karanvir Singh did his primary education in India. He received the MBBS as well as the MS (General Surgery) degrees from JIPMER, Pondichery in 1981 and 1986 respectively. Subsequently he trained in surgery at PGI, Chandigarh. He obtained his FRCS degree from Glasgow (UK) in 1994, while working in NHS Trust hospitals in UK. He has been working as a consultant surgeon in the department of general surgery at Sir Ganga Ram Hospital, New Delhi, India since 1997. Since 2005 he has also been actively involved in implementation of a hospital information system at the same hospital and currently holds the additional post of Head of Medical Informatics at this hospital. In 2009, Sir Ganga Ram Hospital was awarded the eHealth jury award for the best ICT implemented hospital in India.

Mahendran Maliapen has a PhD in decision science with system dynamics and data mining applications in health informatics and information-based medicine in 2003. He is completing his second PhD in Medicine on “Analytical Mapping of Disease Phenotypes to Genotypes in Human Disorders” at the School of Medicine, University of Sydney, Australia by 2010.
He is a Fellow of the British Computer Society and Distinguished Fellow of the Canadian Information Processing Society. He is a Certified Information Systems Professional in Canada, UK and Australia. He is a Certified Open Group Master IT Architect. He is also Adjunct at the University of Sydney, School of Information Technology and University of Central Lancashire, UK at the School of Clinical Sciences and Public Health. Dr Mahendran is also on the Editorial Board of Clinical Governance – An International Journal.
He has experience in the design, development & implementation of intelligent medical systems and in particular in the discipline of clinical decision support and data management for the pharmaceutical, life sciences & healthcare industries. He has experience in developing predictive analytics, surveillance management and clinical intelligence applications. He has authored several IBM Redbooks in data & text mining applications. He has architected the biomedical java services framework and analytical front ends that support both clinical and research capabilities in several US and Canadian Academic Medical Centres including iCapture and Mayo Clinic.

Trevor Campbell Davis

Trevor Campbell Davis was appointed Chief Executive of Oxford Radcliffe Hospitals in September 2003, following terms of office as Chairman of Parkside Health (1992-98) and St Mary’s Hospital, London (1998-2000). In October 2009, he was appointed to a new international rôle representing the NHS at the World Economic Forum in Davos.
From 2000 to 2003 he was CEO of the Whittington Hospital NHS Trust. He holds a number of honorary positions, is a Trustee and Council Member of the UK NHS Confederation, and is an Executive Board member and Treasurer of the Association of UK University Hospitals.
Mr Campbell Davis is a former Vice-Chairman of the NHS Confederation and Chairman of its Hospitals Policy Advisory Committee. He has acted as advisor to various healthcare organisations and as a trustee of UK health
charities.
After reading engineering and management sciences at the University of Manchester, Mr Campbell Davis trained in finance with Coopers & Lybrand, subsequently holding senior executive positions with McGraw-Hill Inc in the UK and Europe. Since 1998 he has been Chairman of the European Communications Group.
His interests in healthcare include the impact of consumer information on service quality, innovation and patient safety, and the evaluation of healthcare systems in different jurisdictions. He has published on leadership, change management and communications.

Baljit Singh Bedi

After serving for five years in Centre for Applied Research in Electronics (CARE) at Indian Institute of Technology (IIT), Delhi as a Researcher after M.Tech, he joined Department of Information Technology (DIT) (earlier called Department of Electronics), Government of India in 1977. The major responsibilities and contributions over the years cover conceptualizing, evolving and implementation of a number of major Schemes/Programmes and Projects in the field of electronics and IT applications covering the fields of Automation, Instrumentation, Agri-electronics and IT in Healthcare.
The major role was in the area of Electronics & Information Technology applied to Health Care. He is instrumental in giving shape to starting an integrated focused programme in promoting the area of Electronics in Healthcare in India from the Department of IT. As part of this programme a number of technology development and deployment programmes in Medical Electronics, Electronic Rehabilitation aids for the Physically challenged, Electronics in Mass Healthcare area, ICT applications in Health, Standardization in Health Informatics and National Programme of Maintenance of Medical electronic equipment for government hospitals covering 13 states were launched and spear headed. As result of these initiatives, an impressive range of advanced medical instruments and systems have been made available indigenously showcasing India’s capability in this socially important area.
He has been involved in formulation of a nucleus set of recommended standards for practice of telemedicine activity in India to streamline establishment of Telemedicine centres and standardise services available from different Telemedicine centers. These have been widely referred and used by large number of stake holders in India and outside. Another major initiative has been in proposing an elaborate and effective framework for IT infrastructure for Healthcare sector to efficiently address all information needs of different stakeholders (government, hospitals, insurance companies, patients, vendors and others) in the healthcare industry, with primary aim to suggest Electronic Health Record and the associated standardization issues. The framework addresses to the key elements of Standards, Electronic Health Record, Legal framework and Medical Informatics Education.
He is part of the National Task Force Telemedicine in India set up by Ministry of Health & Family Welfare, Govt. of India and is represented in its various Sub Groups and heading the Group on Standards for Telemedicine including Electronic Medical Record. He is also a key Member of National Knowledge Commission’s (an Apex National policy recommendatory body) Working Group on India-Health Information Network Development (I-HIND). He was Member of the National Planning Commission’s ‘Working Group on Health Informatics including Telemedicine’ for India’s XI Five Year Plan(2007-2012) and was represented in both of its Sub-Groups to suggest the strategies for effective implementation of National Health Management Information System(NHMIS) and large scale introduction of Tele-health programmes in India.
As Senior Director and Head of Medical Electronics & Telemedicine Division, before superannuating in September 2006 from Department of IT, he was looking after the activity of promotion of e-Health & Tele–health technology and R&D in Medical Electronics from Department of IT. A number of development and implementation schemes in the area of Tele-health have been launched in different states in India including West Bengal, Kerala, Tamil Nadu, Tripura and other Northeastern states, Punjab, H.P., etc. Some of the Telemedicine project implemented have established effective role of Information Technology and Communication infrastructure in providing quality medical care to patients in remote areas and also CME at remote locations. Among these, ONCONET, Kerala, the telemedicine network established for cancer patients in Kerala is being rolled out to cover almost whole country by Ministry of Health & Family Welfare.
He is also instrumental in visualizing development and deployment of advanced Hospital and Health Management Information Systems through major R&D Organizations like Centre of Development of Advanced Computing (CDAC) which also became test beds of incorporating accepted proposed standards evolved through his earlier initiatives. Major role is being played in promoting and empowering grass root level village health workers by use of hand held mobile devices for information access.
He is actively involved in policy, development and deployment programmes of IT in Health initiatives of Department of IT, Ministry of Health & Family Welfare, Media Lab Asia and is represented as Member in their different Advisory Committees. He is also represented in Executive Committees of key National Associations in the field of e-Health including Indian Association of Medical Informatics (IAMI) and Telemedicine Society of India (TSI). He is Vice President Elect of TSI with effect from November, 2009. He is a regular contributor and participant in different meeting of national and international meets on the subject of Tele-medicine and standardization in eHealth.
At present, he is Adviser to Centre for Development of Advanced Computing (C-DAC), a Government of India organization under Ministry of Communication & IT, for Health Informatics, Telehealth, Medical Electronics and Assistive Devices.

John is the author of numerous articles on Japan's healthcare system, and has been with the Kameda Medical Center since 1991, and currently is the Executive Vice President for Administration as well as the Director, International Affairs and International Patient Services. The Kameda Medical Center is an 802 bed private teaching hospital, with a freestanding ambulatory care center which averages more than 3000 outpatient visits per day. Kameda achieved full ISO9001 certification in March of 2001, was ranked 4/100 by Nikkei Publications in 2001, and 5/100 by Weekly Asahi in October of 2002.
In 2006 Trendy Magazine ranked Kameda #1. Kameda is additionally accredited by the British Standards Institute, The United Kingdom Accrediting Services, the Japan Accrediting Board, and the Japan Information Processing Development Corporation (Privacy Mark Certified). In 2007 Kameda won a “Best Wired” hospital award for Information technology, and a “Best Practice” hospital award from the Bertlesmann Foundation. John has a Master's Degree in Healthcare Administration from Baylor University and is a Fellow in the American College of Healthcare Executives. As a Preceptor for the University of Iowa's Graduate Program in Hospital and Health Services Administration, John has mentored 17 graduate students from that program who completed three-month summer internships at Kameda.
He wrote a book, translated into Japanese, intended as a patient's guide to hospitalization in Japan, published by Nikkei Book Publishing Company, in October of 2000 – “Nippon no Byoin” In February of 2003, his second book – Patient Safety Guide to Hospitalization was published in Korea (in Hangul).
